Your RUC before permanent residency: when to start

One of the most common questions in expat groups: "I have my temporary residency. When should I get my RUC?" If you plan to prove your income with your own work, the short answer is: early.
Why the RUC comes first
Under Resolución DNM N° 407/2026, an independent worker proves economic solvency with three things:
- The RUC registration certificate.
- The IVA returns of the last 3 months, or the IRP return of the last year, showing activity.
- The certificate of tax compliance (constancia de cumplimiento tributario).
Professionals and technicians who don't have an employer or IPS also use these returns. None of this can be produced in the week you apply. Three months of IVA means at least three monthly filings, so the RUC has to exist well before that.
A simple timeline
- With your temporary residency and Cédula: register your RUC with an activity that matches the profession you declared to Migraciones.
- Every month: issue your invoices and file your IVA return on time.
- At least 3 months before applying: you should already have three returns that reflect your real activity.
- Before you apply: check that you have no late filings or pending fines, and request your certificate of tax compliance.
Keep it coherent
The resolution asks Migraciones to check that your documents match the profession or activity you declared for your temporary residency. If you told Migraciones you are a web developer, a RUC registered for a different activity raises questions. If your activity changed, document the change.
If you work remotely for a foreign company
Remote workers and digital nomads have their own category. There, the key document is a certificate from the employer or client that shows the work relationship, your income and how you receive it. A RUC may still be useful for other things, like banks, but your residency file follows the rules of the category you choose.
Late filings cost money
A missed monthly return brings a fine, and a pending obligation can stop you from getting the certificate of tax compliance right when you need it. That's why we file at least two days before the due date and send our clients a reminder a week before.
