Permanent residency in Paraguay: how to prove your income under Resolution 407 (2026)

By Osvaldo SegoviaNovember 3, 20263 min readLeer en español

On 28 May 2026, Paraguay's Dirección Nacional de Migraciones signed Resolución DNM N° 407/2026. It puts in one place the rules to prove solvencia económica, which means showing that you have real, legal and verifiable means to live in Paraguay. Since then, this is the reference for every permanent residency application.

What changed

  • It applies only to permanent residency, both the general route and the Mercosur route. The requirements for temporary residency did not change.
  • Solvency is never presumed. You have to prove it with documents.
  • Your documents must match the profession or activity you declared when you applied for your temporary residency. If you change activity, the change has to be documented.
  • Documents must be current. Foreign documents must be apostilled or legalised and translated into Spanish.
  • Your profession no longer appears on the residency card. It stays in the Migraciones system and in your resolution.

The 12 categories

You prove your solvency in one of these categories:

  • Professionals
  • Technicians
  • Employees
  • Independent workers (trade and services)
  • Remote workers or digital nomads
  • Property owners
  • Shareholders or partners, including EAS
  • Farmers or ranchers
  • Religious workers
  • Retirees or pensioners
  • Dependants
  • Students

What each common category needs

Independent workers

Your RUC registration certificate, plus your IVA returns for the last 3 months or your IRP return for the last year, plus your certificate of tax compliance. The resolution adds that the returns must show activity (movimiento).

Professionals and technicians

Your degree, registered with the Ministry of Education, plus proof that you actually work: an IPS certificate, an employment contract registered with the Ministry of Labour, or the same tax returns as an independent worker. The degree alone is not enough.

Remote workers and digital nomads

A certificate from your employer or client that confirms the work relationship, the income you receive and how you receive it. Foreign documents must be apostilled and translated.

Employees

An IPS certificate or an employment contract registered with the Ministry of Labour.

Property owners

A property title registered at least 2 years before. Migraciones may ask how the property generates income.

Shareholders and EAS owners

For an EAS, the certificate from the DGPEJBF (the registry of legal entities and beneficial owners). For other companies, the registered articles of incorporation or the shareholder book that names you.

Retirees and pensioners

A pension certificate that shows the amount and the bank where you receive it, apostilled or legalised.

Is there a minimum income?

The resolution does not set a minimum amount. Migraciones evaluates each case as a whole: whether your documents are coherent, sufficient and consistent with your real economic situation. They can ask for more documents and they can deny the application if solvency is not proven.

Our advice is simple: declare what you really earn, and make sure your papers tell the same story as the activity you declared for your temporary residency. Everything you present counts as a sworn statement.
